Maybe just ask to get a new one. My ISP will change it on request (for a limited number of times, then you have to pay).

another way if you're on a wireless connection, just leech off someone else

You found a free proxy list somewhere on the web. The proxies on these lists generally don't work. They just close but they remain on the list. If you went through the whole list, you might find a working proxy, or you could find another list that has long-standing proxies that you can expect to still be operating.
