Some sort of motion blur maybe?
Not sure how you create it, but you sometimes get something like that when you take a photo and move the camera before it had the chance to finish.

I know for sure that the Nighttime feature for Casio family cameras use a long exposure setting...too bad that my hand shakes too much :(

Most camera's enable you to change the shutter speed, just put a big number there and try it out. And put the camera on a tripod or else the buildings will get blurry too :P
