You cannot sign-up for this stage of the Beta. You can only get in by receiving an invitation from Microsoft.

You cannot be invited by other Beta testers, or register your interest anywhere.

This is however a early Beta, and it is expected that the Beta will expand as development progresses.

Yeh, almost sixth months was a very long time for a Beta of 8.5, which didn't have much new apart from a refresh UI. Unless the only reason it to so long to release was to wait for the rest of the Wave 2 applications to be ready (because of the new Suite)

You can't at current. Usually when there is, it will on http://connect.microsoft.com

I'm not sure if it's still listed on Connect but you could try:

Go to: http://connect.microsoft.com (You can also jump straight to Skip 3, and click on the link provided.)

On the left click on "Available Connections" (You may first need to sign-in to your Windows Live ID account. You can also jump straight to Skip 3, and click on the link provided.)

Under the "Available Programs" section (You may first need to sign-in to your Windows Live ID account.)look for "Windows Live Recruitment Program" (or something similar)

Click on "Apply" to Apply
Again, i'm not sure if "Windows Live Recruitment Program" is still listed, it may not be.
If it is and you do apply (ie. register your interest in forthcoming Windows Live Beta programs), you may not get invitations to future Messenger Beta's (like 9.x, 10.0 etc.). It all depends on how the team decide to run the Beta. For example,  for this (early) round of the Messenger 9.0 Beta, invitations have only been sent to people who've been part of previous Windows Live Messenger (or possibly other Windows Live product) Beta's, not those who are in the Windows Live Recruitment Program, but have not taken part in a Beta.

Hope this helps.
