O.P. over lapping a picture on a website
hi,

i would like to know if its possible in HTML

to have a picture over lap the whole website?

like a picture just saying UNDER CONSTRUCTION.

kinda like a watermark

also where can i find a site that shows me the html code to allow me to position a picture anywhere i want it?
