how can used the vertuel cam and how can seeing some one whit out accepting me

By "vertuel cam" you mean fake webcam (feeding a video instead of your actually webcam). ?

If you send an invitation for someone to send webcam you can't make them accept unless the accept on their own. There's no way of forcing this.

Trying to get some one on web cam with out them knowing would be unethical and their are probably laws against you perving on people who don't wish to be watched.
