Is there some way through MPL preferences that you can ask for a notification of some sort to be sent to you when a skin or script has been added to the MPL database?
Also for the scripts that are in the database not in English, is there a translation somewhere or a description of some sort in English explaining what the script does?

You can get notified using the Windows Live Alert messaging service (click the WLAlert button when you're in the Skins DB.)
