after i log out and log back in it just disapears, i disabled my norton IS and still nothing

Try reading this thread and following the instructions as it sounds like your problem is caused by having one of those pieces of software on your computer (which may have been installed without your knowledge, so it's best to check manually even if you know you haven't installed them)
