I can install a fresh copy overtop of Windows Vista with a bootable XP CD?

Doing a complete reformat will allow for this as nimicitor said, however if you install a Dual-Boot with Windows Vista you will run into issues with it overwriting the boot.ini file and removing Windows Vista as, a bootable option meaning you would have to fix that file. But if your only completely reformatting then no real issue.

Vista and 7 use BCD to store boot settings :p Boot you will get issues with it starting the wrong boot loader ;)

Installing Widows XP over Vista will remove Vista's bootloader and you will be unable to boot into Vista. However, you can reinstall the Vista bootloader by using EasyBCD ;)
