Can someone please make me a Twilight skin , i have no idea what to do .

There was a skin for 8.5. Not sure about 9.0 though.

I remember there being one for 9.0 but it was shortly deleted from the db later. I have no idea what happen to it.

You could use Messenger Tool Box (used to be known as Avalon). With the skin you can customize most of the messenger's looks and the script allows you to add your own custom backgrounds and toasts.
