Is it possible to change blinking color ? I mean that orange color in windows taskbar ?

So by changing the theme you can change the color. Changing the theme can only be done legally in windows 7.

Nope....Windows XP has 3 different themes that you can use.  Changing the 'Aero' colour in Vista/7 doesn't actually change the colour of the blinking.  IIRC it did change with the XP themes
