Have you tried running it in compatibility mode? Or have you tried contacting the developer to see if there will be any future updates? It isn't like we can magically make something work...

He asked if you've tried it in compatibility mode. If you say it works in Vista but you're using another OS, right click it > Properties > Compatibility, then change it to Vista and try it.
Otherwise contact the developer of NetCut to see if they'll update it to work in your OS.
