This happens JUST FOR ME not for the person on the other end. I have had 3 years of building up my qualifications in IT and im completely baffled by this.... it happens on my cam and theirs but only to me if that makes sence? so on my screen this is what they both look like where as on their screen it looks normal and they can see it all fine. Ive tried repair re install so please dont ask me to try these things ive also tried the complete WLM removal programs you can get re installing webcam drivers. webcam works on skype and everything else, hell even in audio and video setup in WLM its self just not for actual video calls...
If someone could tell me they had this problem and how to fix it i will be very greatfull

This sounds like a rare and technically issue. I think you're best bet is to contact Microsoft directly. But since this might be so rare en hard to debug don't get you're hopes up.
Thanks for your reply, I don't understand how it can be a video rendering problem if the cam works fine in Audio & Video setup in WLM itself... But your probably right, contact MS maybe they will have any idea haha its a pain in the ass when everyone who uses cam has to move to skype XD lol... Any particular part of MS to contact as I have never gone to MS about a problem as I usually been able to sort it myself haha... Cheers
