O.P. how do i allow access to a user name when i declined them on the initial request

I had a friend that I did not know her username. I got the request to add her to my messenger list but declined her. Now I want to grant her access to my contact list but when she re sends the request I never receive it. She had been blocked as spam. How do I allow her access now.
