you should have read the translation guidelines documment. That is explained there. Also, once you translated it, you should have tested it. If it didn't appear in the list, how did you test it? All those things Leif said are due to an improper testing. Anyway, continue your work, it's very much appreciated.

Start the installation and go to the temp folder (usually in c:\documents and settings\user\local configuration\temp)
in that folder there will be some files called m3pQcXX, where XX is a number. Open them with notepad and find the one that is in romanian (or english or the language you want). Modify it with your file and save the file. In the installation of plus, select the original language of the file you edited and you'll see the installation with your translated texts.
