small font is the best it comes with XP as far as i know and its pixel you can find it in photoshop i dont know about paint also if you do it on photoshop make sure you dont smoth the font or anythning cuze then it looks crappy:

I made that with small font with some effects

Consolas > *

I dont know how good it is in graphic design but I use it in vim and everywhere i can change the font to it...

tahoma is a nice font imo, but im using Segoe UI a lot lately.

I don't think so, but it does impact shutdown time, and load times of Photoshop and similar programs.
