RE: Website Restrictions
You can get some basic internet filtering software in many computer shops, it doesn't need to be any of the expensive ones. McAfee do one that's a one off payment, no subscription and you can set it for appropriate filtering for ages, or just to filter only sites you don't want to access. Then you need a password to view it...it's main fault is that it can be disabled by ending the process, which many other internet filtering software products have safe guards against. So unless your brother is a complete n00b it is no good.

CyberPatrol (despite the crap name) has many safeguards to protect against tampering and ending the process, and can be set only to block specific sites that you wish blocked, however I just had a look at the subscription cost and it's around £17 a year...
Look on Google for other internet filtering software...but that's the safest way to make sure it works without complications.

goto start > run, and type the following (depending on your OS)

Windows 95/98/Me c:\windows\hosts

Windows NT/2000/XP Pro  c:\winnt\system32\drivers\etc\hosts

Windows XP Home c:\windows\system32\drivers\etc\hosts

type 127.0.0.1 ebay.co.uk on a new line

so your hosts file should say something like this...

wrong, he could just add www. to the beginning of it. or he could visit a different top level domain. the following would need to be added to the file:

127.0.0.1 ebay.ca
127.0.0.1 www.ebay.ca
127.0.0.1 ebay.co.uk
127.0.0.1 www.ebay.co.uk
127.0.0.1 ebay.com
127.0.0.1 www.ebay.com
127.0.0.1 ebay.it
127.0.0.1 www.ebay.it
127.0.0.1 ebay.de
127.0.0.1 www.ebay.de
127.0.0.1 ebay.fr
127.0.0.1 www.ebay.fr
127.0.0.1 ebay.com.au
127.0.0.1 www.ebay.com.au
127.0.0.1 search.ebay.com
127.0.0.1 pages.ebay.co.uk
127.0.0.1 search.ebay.co.uk
127.0.0.1 pages.ebay.com

etcetera etcetera, i wont list them all, but you can get them all by searching google..
