It's not saying that you're not an admin. It is telling you that the operation you attempted failed, and it is possible that logging on as an admin will allow you to complete the operation.

You are, however, an admin, and have shown that with the screenshots that you posted. Thus I conclude that the suggestion is irrelevant, and that the failure has another reason.

I would guess that there is a file possibly missing, or a registry corruption, both having the result of having the system attempt to access a file which it cannot.

If you explain what it is that you are unable to do because of this error, perhaps someone or I can help you acheive that purpose with a different or altered method.

Try downloading TweakUI from the microsoft website, there is an option in there that allowed you to be able to log into the Administrator account without going into safe mode

its called something like: 'suppress Administrator account on welcome page' or something

That user might be corrupt in privilegies and stuff, I'll suggest remaking  that user, but first backup your documents, pictures, music, etc.

How can I remake the user?

Log onto the computer with Administrator account in safe mode, delete your account and then create it again. (Everything under c:\documents and settings\chris will be lost)

No, that is not correct. The "ASPNET" account is created when you install the Microsoft .NET Framework, and it is used for executing ASP.NET applications with limited privileges.
