I tried downloading the web installer, but it doesn't say anything about updates for WLM? Was WLM updated?
EDIT: The full installer updates WLM after all.
Don't think the web installer is updated yet. Still shows a 15.3.x setup, rather than the 15.4.x the full one is.
Lot's of small changes! Infobar now has a blue background, still no FB integration, default theme changed, ...

From MS:
"Note; Microsoft Facebook chat is currently available in US, UK, France, Germany, Russia, and Brazil."

Also, the Facebook chat is new, and you might need to enable it first in your Windows Live profile before it becomes available.
Go to http://profile.live.com/Services/Add.aspx?appid=1140906031 and check if "Chat with my Facebook friends in Messenger" is enabled (first of the three options under the first paragraph - if you don't have that option it isn't available to your local yet).

Change your Windows Live Profile's country to one of the supported countries, and it should work.

Didn't even have to do that. Both Country/region and Contact Info are set to Netherlands for me. Regional and Language setting in Windows is set as Dutch as can be too. The only think I can think of is: I installed the English Windows Live Messenger beta (as well as my Windows 7 being English). Or they are really not restricting countries to only US, UK, France, Germany, Russia, and Brazil like they said in their blog post.
Took me a bit of fiddling around too though: - Install Windows Live Essentials Beta 2.
- Make sure you are running Windows Live Messenger 2011 Build 15.4.3002.810. Apparently some people who tried to install beta 2 earlier still got an older build.
- Click on the Facebook icon on the bottom of the Messenger contact list. Or if you haven't attached your Facebook account to your Live Profile yet, go directly to the Windows Live settings to do so.
- Check the option Chat with my Facebook friends in Messenger.
- On the same page, if it is shown, hit the blue Connect with Facebook button.
- Hit Save.
- Exit Messenger and restart.
- After the Facebook account is properly connected you can also turn FB Chat on and off from Messenger's menu.
The only issue after that for me was finding people who are online on Facebook and not already on Messenger. If you have the same contact online on both Live Messenger and Facebook it will automatically default to a Messenger conversation. If you still want a Facebook chat, rightclick the contact's name -> Send IM (Facebook).
