how does that make sense............and arnt scotty and rakishi already the title holders ?

The World Tag Team Championship is the "official" title, Thw WWE Tag Team Championship was the title created by Steph when she was GM of SmackDown so that the teams on SD had something to fight for. The same way that there is now the WWE Championship, which was created as a Smackdown version of the World Heavyweight Championship.
