How do I convert it to 256 colors?

Okay I was reading this artical http://support.microsoft.com/?kbid=193354

And okay I have a question, I cant save it as a .jpg cause I dont have picture it express installed? I mean I have the disk for it but I dont have it installed, do i need to install it to get to save it as a .jpg?
