I figured out how to fix it..

I installed Messenger Plus! 3.40b, then the latest MSN Messenger 7.0 Beta and then ran the Mess Patch for MSN Messenger Beta. I had the same problem, that white bar at the bottom.

Then to fix it I ran the Mess Patch again (make sure you have all the options ticked), restarted Messenger and the white bar was gone.
