Tell me if you don't get any pop-up when you open this site using Firefox without any additional extension.
IE's popup blocker blocks
all popups. Even ones that appear when you click a link.
Firefox's only blocks
unrequested popups which are ones that occur in certain JavaScript events (which you can see in about:config under "dom.popup_allowed_events", mine shows "change click dblclick mouseup reset submit").
