Messenger Plus was designed with MSN Messenger, having it support different programs such as Windows Messenger and Microsoft Office Communicator gets to be a hassle. Also every different program uses different APIs (application program interfaces), so having it compatible for everything and it all working, can be a juggling act.
In the end it's also a waste, because the target audience of Plus, is by a vast majority, using MSN Messenger and not Windows Messenger and Office Communicator, so it's a lot of work for a small minority.
In the long term Patchou may make it compatible, but I doubt it.
