You are right. The damage was minimum since they had just finished rennovating that part. They had built a reinforced concrete wall that was bomb proof.... the casualty consisted of mostly the workers. Although the structure was the best 'integral fortified building' in its times when built, modern weapons can outwit it. That is why they are rennovating it. It was a coincidence that they finished one sector and that was hit.
