Sharing your "library" often just means that people who search for something can also search your "library" or that it is automatically included in the search.
This doesn't mean that people can't download from you! With many P2P programs you still upload stuff and thus share stuff. Not sharing your library simply means "preventing people from seeing your available files directly", they still can be downloaded!...
Oh, and with many P2P programs your IP is send also. And for the authorities is is very easy to track down an IP, all they need to do, if they have sufficient legal reasons, is to give the ISP a call and the ISP must give the location of the IP....
