That would be the easiest way to restore a working
msgina.dll.
If you don't want the wait;
find a working copy of msgina.dll I've attached
msgina.dll from my system (SP2). Put it on a CD. Boot off your Windows CD, and use recovery console (or an alternative such as FreeDOS0 to replace the file into C:/WINDOWS/system32/. You would need to know how to use a CLI to do this.
