NTLDR messages are a windows 2000/XP and above thing afaik. Make sure old windows installations are gone first (format the whole thing). Then begin with DOS (yes, you do need that) and windows 3.11 after that.
You can probably dualboot win3.11/dos and windows xp/whatever too if you want. Google is your friend for that
