RE: Is this Installation tweaked, or out of the box?
This is a very very very old version of MyBB as well (RC2) and is currently facing a major update. The mods used are not as MyBB plugins, but hard coded into the files themselves.
If you are planning to convert your PHPBB board over to MyBB you are best off searching for a converter, although I don't think there are any around
