Of course its limited, you still have to stick roughly to messengers layout in most windows and of course you are still restricted to what WLM can handle (like for those expecting Glass and Aero Enabled skins forget about it).
If you think this is restricted, I bet you would have hated how skinning was before Plus added these features in
Trust me that was REALLY restricted
