Patchou said he would never include a feature like that, because he considers it to be a breach of privacy. Therefore it is unlikely it has got something to do with Plus!.
Try talking to him and see if he can see your message. In that case, he hasn't blocked you. Another possibility is that he has just added (Blocked) behind his name, for some strange reason.
