Maybe somewhere in the future, but i don't think this will happen anytime soon. Dempsey is working on a sounds database site right now. You will be able to search and download Plus! sound packs on that site, basicly the same like you suggested. Only thing is you won't be able to browse trough all the exsisting sound, but hey, why would anybody want to browse trough hunderds of thousands of random sounds of wich 50% may be duplicates :). A quality selection should be better.
