Because those fancy buttons and stuff are slow to load. Hence why the reply page has been stripped down.
To switch to the more advanced (but heavy) reply page you need to set your settings in
your control panel like that...
Other Options > Hide the MyCode inserters? > "No"
(This option will show/hide the myCode inserters on posting & editing forms so they load faster)

All this have been done long ago in the past because of the loading of images which could/can take a long time and thus slowdown the loading of the reply page.
