Because the program you use to save this "animated" GIF probably actually recognizes that both frames are exactly the same and thus it will convert it to a static image again automatically. Do not use Flash to create GIFs, that's a bad way if you want to make 'quality' or 'professionally created' GIFs.

Use a proper GIF editor where you can control what the output format will be and which doesn't try to be 'smart' behind your back. Of course, you need to know how the (animated) GIF format works in order to get the most out of it.

eg: GIF Construction Set Pro (not free, and not the best UI, but I haven't seen any GIF editor yet which let you control all the aspects of the GIF format like it does)

Also, do not add two identical frames to make it so called animated. That is really wasting space and bad practice!

Again with a decent Animated GIF editor, you only need to add the first frame as your 50x50 static image. The second frame is just a transparant 2 color (black/white), 1x1 pixel frame, located at the toplevel corner. This saves like 1Kb of space.
