But sharing that file will do no good, you need to add it to your personal sound library. Easiest way to do that is either by sending the sound to your friend (as that is the purpose of this feature) or make a soundpack and mail that to your friends (they have to import the soundpack)...
the cached files are not playable btw. They are playable (mp3) but shouldn't be fiddled with. They will be rejected by the server.

the sounds are stored on my computer as .dat and i can open the with Sound Forge and play them change them anyhting i want to them and when im done i can save it as .mp3 or like 15 other ways

Confirmed, i can play and convert em with Switch aswell.
