You can usse the up a down arrows in the emoticon configuration panel. Again, the plugin would work just the same...

What emoticon library? There is no such things as an emoticon library. Every emoticon is stored seperaty.
If you mean the cache file which holds the info like shortcuts and stuff. Then that file is encrypted and it is very hard to edit it. Many people have tried, and failed...
