i have that graphics card. The card has a normal vga oulet in it and an S video outlet in it. So, if you have a tv or moniter with S video compatibility then you can have dual moniters.

Absolutely, provided you have a dual head card. MX 4000 chipset is capable of it, but not all third party manufactured cards include the second connector.
If yours does, it will have both VGA and DVI connectors (or two of either). If required, you can use an adapter to connect an analog VGA monitor to the DVI connector.
You can use S-video output on most cards, but that has very limited applications and usually isn't what people want to do when they ask about dual head -- so it wasn't mentioned.
