Try manually configuring your router.
µTorrent is supposed to automatically configure your router, but there's no guarantees that it happened.
In my case, to let µTorrent configure my router, first I need to configure my router to let µTorrent configure it.
Instead of letting µTorrent automatically configure my router (enabling UPNP), I've just manually configured my router.

Did you try what lizard.boy suggested?
Get a torrent which you know is massively seeded (for example a big name Linux distribution). Try downloading that, and see if you get better speeds.

thats Nice of a progeram to do that but security wise its not that safe IMO,

get a torrent you know is well seeded to see if its just the torrents you pick.
And whats your connection speed?
Remember that if you have a 256k Connection, your max speed shouldnt be 256k. its more like your speed divided by 9.
So if you have 256k your speed would be 28kb/s give or take a few, and for 512k it would be 56kb/s give or take.
Although in saying that i have an uncapped connection (Fast as my areas network will carry me at the time) My average speed is about 50-100k but i have been up to 6 and 800..

i don't know if this is relevent, but i've downloaded stuff before, like from limewire, or just straight off the internet, and i've clocked it getting up in to the 300's
