I done the command. Then followed instructions to
register the wuapi.dll file (by downloading Reset_subinacl.ZIP [had to Google it, as link wasn't working] and running reset.cmd).
Then I thought I'd try the wlsetup-web.exe installer (not the full package) and it installed fine.
However, I'm now receiving this when I sign in..

That means that one of the components has failed to install (d'oh!).
But I think the solution is
here from JK.
So I'll try that later, as well as downloading the full package.
