What do you have for this key in the registry?
[HKEY_CLASSES_ROOT\Folder\shell\open\command]

Try this as the (Default) value and see if it works.
%SystemRoot%\Explorer.exe /idlist,%I,%L

it already is this

anyone else got any suggestions ? or am i going to have to reinstall windows ?

honestly, reinstallation is the best thing to do.
