I'm assuming power cycling is putting the modem through its power cycle i.e. reboot it.  I think your IP only changes if someone else needs your old one which in always-on broadband terms is relatively rarely.  If you need to keep one, get an ethernet broadband modem, which stays connected since your computer connects to it (almost instantly) as a seperate LAN connection, and configuration usually works via a little web panel hosted on the modem.

In my experience with my ISP, it's the MAC (Media Access Control) address of the thing that's connected to the modem that controls if you get a new IP. Whenever I've changed routers, I've gotten a new IP, and also if I leave the router unplugged for 10+ hours, which never happens unless there's a power outage.

Im on blueyonder, I been on for like a year and my IP never changed till the other day, how crazy is that!!

I knew it was dynamic, which made me curious as to why it had never changed. But I didnt really care either.

It's your ISP that determines whether you have a dynamic or static IP. I find it kind of scary how my IP hasn't changed for the last 7/8 years.
