That's not the properties page. You've executed the link again.
You mustn't select a file first, you should go to the SendTo folder first before you right click on the item.

1) Go to the SendTo folder for your Windows OS.

For Vista/7 this should be in %APPDATA%\Microsoft\Windows\SendTo
%APPDATA% is an environment variable that actually maps to something like C:\users\<username>\AppData\Roaming.

Or type "shell:sendto" (without the quotes) into the location bar of an Explorer window.

2) Right click the link "WLM - xxx@xxx"

3) Choose properties

ah, so it was a miss understanding. i found it odd that u asked for what i wrote.

thats the target of the wlm shortcut, and the security is set to system, my account, and administrators...
