id go for something like photoshop cause thats what i use. Tho i dont know much of image editing and stuff. I find it easy enough to use and the online help database more than enough for me to create what ever i want (sig/avatar

If you want to go for something free then you could go for something like Paint.NET which is good.
Tbh your skill matters more than your software cause the latter is only secondary, important none the less in its own way for obvious reasons.
