Actually its more of finding out who started what and what caused it to be deleted in the first place (such as flaming or another member doing something) more than putting the thread back. This stops people from flaming the hell out of someone and getting away with it by just deleting it before forum staff see it.
IMO i think that they should delete it WITH A REASON andadmins will eaither accept the reason and delete it or decline the reason and it remains on the forum and i also think EVERONE should be able to view the "Recycling Bin Forums" but it would be just like their locked so nobody can reply ...because some threads are informative and some its when people post oin a thread...leave and come back the next day and check on thread and its deleted and nobody knows who replied what to it and stuff and i hate it when that happens and i know other people do to
