You could also try contacting your ISP, find out the IP address of your neightbours, and block their IP/mac address/numbers. My parents do this to me so that i don't use the internet on my laptop after 12am on weekdays (because i would otherwise just stay up downloading and would be too tired to go to school in the morning )
