Eye color is the product of the number and distribution of melanosomes in the cells comprising the iris stroma and the relatively constant distribution within the iris pigment epithelium. So, if this is indeed happening to you and your brother, it could be a rare case of atavism -- a dormant gene dating back to your amphibian ancestors reactivated due to a random genetic permutation.
However, it is unlikely you are that special and there is no documented study of such a phenomenon that I can find -- so I'd be inclined to believe it is just changes in lighting.
