I think I found you a solution, google ultra surf mentioned in the other thread by napree, the extract it at home & rename it to u.com , com being the new extention obiously, now it is a com file not an exe :p
Whats a com file, and they may block them too.

How?

Using IE don't connect to the internet via the network just directly connect. It still going via the internet but skips the firewalls.
And how do i do that when they block the network connections control panel, they block the whole control panel
